It has a packing behind that nut with all the notches. It can be tightened but you will need a spanner wrench or devise some method. Problem if it is leaking a lot the bushings may be worn bad on impeller. If you grab hold of the impeller drive and can move it side to side tightening will not do much good. Also, you have grease fitting, one on impeller, on for ball bearings in hub. A shot or two of grease will often times stop a leak for a while.
