My 560 starts in 10 degrees F, by holding the glow plugs for 35 seconds. Your 460 should not start that hard. Are valves adjusted correctly? Does the glow plug circut pass the IH factory tests? Also, you can get massive amperage loss through the starter solenoid, via the contacts in the solenoid. You can take it apart and check; if it is original, they can be burned/corroded. Also be sure that your ground, connection is good. I have seen both scenarios cause much grief in diagnosis.
