If you lined the dots on the crankshaft gear and the cam gear correctly, use the other dots to line up the governor. I don't remember which is which on my Super A, and they "could" be different on the 140 -- someone else will let you know. But, to answer your question, the governor is timed to the cam gear to get the position right for the distributer. Also, timing the distributer is easier if you remove it and then install the governor. Put #1 on TDC first.
