There is clearly a little truth to this story. In practice, it is mostly an excuse for "restorers" covering for their own sloppy work. Guy Fay's book is the best information available.
I'm sure that in practice, for example the "hook only to drawbar" decal drifted up and down by a half inch from where the spec said. But is unlikely that any came out of the factory stuck to the drawbar, light bar, gas tank, PTO shield or any of the other places you find them today.
