Live PTO question

Hello, I want to change the fluid in the PTO of my Farmall 400. I found the two plugs on the left side of the PTO case. I assume the fluid should be filled to the level of the top plug (about the middle of the case)? There is also a small hole in the top left rear corner of the case. It had a small piece of cloth jammed in it to plug it up. What is this hole. What is suppose to be in it, as it doesn't look like it is threaded. Use HY-Tran fluid in the PTO, right?
