Hi Frank, if steering, pto and brakes work but no 3pt or aux outlets then the splitter valve is stuck in the MCV. The splitter valve is supposed to split 3 GPM for PS, PTO and PB and 6 GPM for 3pt and aux outlets.
Sometimes the splitter valve can be unstuck by activating the aux outlet lever until you hear the hydraulic relief valve squeal or turn the steering wheel to the max in either direction until the hydraulic relief valve squeals. This hydraulic shock to the system sometimes frees the stuck splitter valve.
BTW the 454 with 3cyl German Diesel is a good utility tractor and engine will run many hours with proper maintenance.
Always be sure to release parking brake before driving tractor. The chewed up parking brake band causes many hydraulic system problems on these 74 series tractors.
