The rocking must be pretty radical. If you look at the fan while rocking the tractor, and it moves (even an inch) the starter is not jammed. If it does not move the starter may be jammed. To unjam it it is necessary to loosen it wiggle and reinstall. If the tractor or starter still fails to work, they are at fault. If the lights work, watching the lights when the starter is engagd (in neutral)will tell you if the starter is getting voltage. The lights will dimm to 2/3 brightness if there is current flowing to the starter, but not doing anything. If the lights remain bright, there is a corroded connection, broken wire, or faulty ground, or open starter motor (Broken or needing brushes) Jim
