I'm gonna have to chew on that one Dan. I guess in that situation, I would unbolt the carburetor from the manifold, leave it hooked to the governor shaft, and see what position the throttle plate butterfly is with the throttle lever in the full speed position. Report back with your finding. It should be pretty much vertical.
