Could be one of a few things. Float stuck or bad, or dirt/rust in the needle seat. Some times tapping on the carb will free up a sticking float. And if you pull the drain plug out of the bottom of the carb and let gas flow for a few minutes some times that will clean out dirt/rust in the seat. Catch the gas so as to look at it for dirt/rust and water. Water can/will make a float stick due to rust built up on the float pin is it is steel
