Erratic throttle operation on H

I recently put a new kit in the carborator of my 1947 H. After installing it and setting the fuel adjustment screws approximately 1 1/2 turns out from stop it started fine and ran good but I had no throttle control. It was at high idle no load. I took it apart and found I had the throttle shaft out of place on the butterfly valve control. I took off the angle plate up front and the shaft bolts on both ends of the throttle shaft and got it where I had control. It idles real nice and tops out ok, not sure of rpm, but the throttle is inconsistant. The engine does not respond to the throttle settings every time. Sometimes I can give it full throttle and it only seems to come a little above idle. Then you can shove the throttle back to idle and the engine will keep running at a high rpm. I have been into this about three times and my success has not been very good. Any ideas or help would be appreciated. Thanks Ed
