Yes, there is a bushing in there, and yes, it is worn out. The hole for the grease can be drilled AFTER the new bushing is installed. Just remove the grease zerk and have at it. The sad part is that the shaft is also worn, and will need to be built up and turned down, and then the new bushing needs to be reamed to fit the shaft.
