Yes, that is a fill plug on the operator platform. Drain also will take a 1/2 ratchet and is apparent centered in lowest part of diff. I hope you have better luck than I did removing it, as mine was rusted due to water in diff. I broke it out, and ended up welding a bolt to it, and the heat helped it come right out. Got nearly a gallon of water out of there, and had likely never been changed. I know in the 50 years I was around the tractor it had never been changed. Reminds me, mine needs changed again.
