If you are saying the engine won't turn even with the clutch pushed in there's more of a problem than the transmission locked up. Engine should still crank with clutch released even if the transmission is locked. Unless there's a problem with the clutch not releasing or maybe the starter jamed in the flywheel when trying to start tractor. It would unjam when the engine was removed if so. Like the other posters said the transmission is probably in two gears, the shifter jumped slots and let transmission get in more than one gear. If he gets the transmission fork slots all lined up in neutral the shaft the clutch plate goes on to drive transmission should turn by hand.
