Interesting find! I bought a similar charger about 20 years ago and have only played with it a few times. Manufactured originally by H. G. Makelim Co., San Francisco CA. Cost then less than $50 from an individual. I did not get the blocks with mine either. If someone out there has a set of blocks that could be used to draw a plan for a shop to machine a set, I would be interested. Magnet chargeing instructions would also be very valuable.
