Normally the bore size is referring to the inside dia of the bore with sleeve installed. Standard from factory was 3 3/8th and over bore is the thin wall version of the sleeve and is 3 7/16th which is what is available today. The original sleeve was about 1/8th inch thick and the thin wall is about 1/16th inch thick. I don't know the actual size of the block bore without a sleeve installed. Not sure it is even in the service manual, might be.
