If it has locked up from water down that pipe give up now and pull the head. I will bet it has so much rust in at least one cylinder you have about a 10% chance it will pop free using any thing. BTDT and I get most of the tractor I get with locked up engine but those that had rain water get in them are very unlikely to free up. That said if you can get the water out by wicking it out etc. You can then pour in some alcohol mix of Heet and ATF and then fill the cylinders and give it a try but not likely to work unless if has not been locked up for long
