I would make am extension of the regular seat pan from 3/4 plywood such that He can sit on that portion sticking forward. A bicycle seat mounted to it might work. It must clear the shifter! You will be on it with him as long as he is too small to be driving it from the real seat. Expectations of independent operation depend on fields of space to drive in, not a suburban community.
