Problem could be either fuel or ignition. Suggest you try this: Run the tractor until it begins to falter then slowly pull out the choke. If it runs better with the choke partially closed the problem's fuel starvation. Disconnect the fuel line from the carb - should flow a full stream of gas out of the line. If it does not, check for a plugged gas tank cap vent, clogged sediment bowl or "junk" in the bottom of the tank covering the outlet to the sediment bowl. Also check for a plugged or collapsed screen behind the fuel inlet nut in the carb. If the choke doesn't help and instead makes it run worse, look for poorly adjusted breaker points (gap set too small), bad condenser, a failing coil, etc. If any of these parts are suspect, simply replace them all. They're relatively cheap. Good luck!
