Sound like what mine did. If you can turn the steering wheel, engine off, and there is little to no resistance, it is the hand pump/steering wheel pump. Especially if all the TA and brakes are working well. Start it up, get it warm, take RPM to high idle, and turn it hard/to the front wheel stops, to either side. It should hold, and the steering wheel should "overturn" very little. If you have an I&T manual, it outlines the procedure a bit better. I think you are allowed 3 to six turns and still be considered "operational".
