That is the type of damage the tool was designed to repair.
All IH dealers were issued the tool as part of the fuel cap replacement program. When ever we worked on a gas tractor that was part of the recall we had to make sure the sealing area of the tank filler opening was is good shape and install the new style cap. If you can find a dealer that had the IH Ag franchise in the late '70s or early '80s they probably still have the tool. You probably will no longer get it done free of charge since the recall stayed with IH/Navistar. Tenneco did not take on that liability when they bought the IH Ag division.
