There are no obvious dings or imperfections in the filler ring - it's just like the cap can't grip tight enough. I tried bending the cap tabs a bit, and only succeeded in putting a small dent in the top of the cap.
I'd post a pic of the filler, but on noisy rural dialup that drops connections often it would take a couple days to get a photo loaded.
I'm well aware of the gas and sparks issues - was a volunteer fireman for a few decades, but got too busy farming and decided to leave the smoke eating to the younger bucks. :)
I have seen another SA with a "tall" gas cap - is that the recall replacement? Is reforming the filler to lengthen the internal tabs in the neck part of the recall?

Closest IH dealer is pretty small - LaPorte's in Westfield about 30 miles away. I may just call them next week and see if they have the tool, but not sure they'd let it out for more than a day, and not sure I want to invest a 120 mile drive for the use of it.
