I like the oil base primer from TSC in the rattle cans for small jobs. I also buy a rust converting primer Rustolium makes, but it dries black.
My standard process is after the part has been prepped, I degrease with brake clean. Then I use Permatex rust converter. Then I use the TSC oil based primer, red, in rattle can or quarts depending upon how much I have to paint.
Then top coat. Has served me well. My finishes are not automotive quality, but it looks fine for my puposes, and are standard alkyd based paint. Most have decent shine after 3+ years.
