Yes, pull the head off. These motors have wet sleeves, they are thick grey cast Iron and go from the deck just below the head through the block into the crankcase. Very very unlikely for water to get into one from the block. A leaky head gasket is my best guess. Take the head off and clean the head and deck very well and then check them for trueness with a strait edge. Check that head over good for cracks or take it to a motor shop and have them check it. If it checks out put one of the new style fiber head gaskets in it with copper coat sealant on both sides.
