Sounds to me like someone at one time has drilled and re-tapped that bolt hole and went a little too deep! You ought to be able to plug it by putting a bolt in the hole, find a O-ring that will fit snug around the bolt and under the bolt head and snug it up. Never mind the oil coming out, you need to do this to keep water out.
