By saying a hand clutch lever to run the PTO, I'm assuming that you are meaning an independent PTO hand clutch. M&W made them as did Heisler. Availability is the problem, although there is an M&W unit advertised in Red Power Magazine. Heisler's are very hard to find and it would be a shot in the dark if you found a Heisler.
