Ebay changed the rules a few years ago due to what is commonly called "retaliatory negative feedback". If a seller gets POed at a buyer for leaving a negative rating, then the seller retaliates by leaving a negative for the buyer. That caused a huge problem for buyers and people tended to just simply not buy (costing Ebay tons of money) or not give honist feedback on bad sellers (which caused more and more buyers to have bad dealings with bad sellers which FURTHER pushed people away from Ebay-again costing Ebay money). Ebay saw how much money they were losing and cured the problem by simply stopping sellers from being able to strike back at buyers. Sellers didnt need to ding feedback, they already had all the tools needed to take care of any problems.
