If the condenser is only marginal and not failed completely it can function enough with full battery voltage to allow the engine to run. While cranking the voltage available drops down enough that there is not enough voltage available from the coil to, provide a good spark. A twelve volt system that uses a bypass on the resistor while cranking will not have this problem because the available voltage will actually be more than what is available during normal operation.
