Two hydraulic ports = one remote. The 706 has two-way hydraulics.
A 706 usually has hydraulic outlets under the gas tank too. One pair on each side if it has two remotes. Each remote valve operates one pair of fronts, and one set of rears at the same time.
Look under the seat from the back. You'll see two valve units there if it has two. The second valve's control lever could have been broken or removed.
