It isn't just the teeth that get worn down, nor is it the spring that gets weak, although both of those do contribute to the over-all problem. What I have found is the lever itself is "L" shaped on the end you don't see, and this "L" not only gets worn down, but it also wears a groove in the underside of the plate. All of it can be fixed, but how much time do you want to spend? I fiddled around with the throttle on my 1950 H several times and finally replaced it with a brand new reproduction. Should have done that years ago. The new throttle is super smooth to operate and always stays right where I put it.
