I think your tractor is the same as a 574/674 in the pto areas. That being correct, I think you may have two problems. To keep the pto lever in position I have had to file a detent in the engaged position of the forward part of the slot that is similar to the detented position that is in the back of the slot that keeps the control arm disengaged. Now, with the modification, to engage the pto I move the lever forward and then slightly to the right and it stays in the notch. As for the slipping it sounds as if the PTO clutch pack is out. Refer to a post a ways under this concerning a 674.
