TD-6 steering clutch problem

Left side steering clutch will not release. The lever is hard to pull or push. Right side works fine. I have tried tighening up the brake, and have adjusted the linkage for the steering clutch to no avail. I have greased the release bearing and sprayed internal linkage with penetrant. There is some rust inside left clutch housing, as if it was full of moisture, there was also a large mouse or packrat nest. This tractor sat for many years, many other parts were stuck on it. What shall I try next? Thanks for any help on this one.
