If the valves are too high or long meaning they protrude too much they are shot. Valve grinding takes material off the valve face in effect making them "longer" because they sit deeper in the seat. If they were ground down to the point they have no margin left, they need replaced. Add to this the grinding of the seats and the valves get even longer. Years of wear and quick valve grind jobs can be ground out but the geometry can be way off, leaving multiple valve protrusion heights. All head "rebuilds" are not the same, there is a big difference between a valve job and a rebuild.
The solution is new seat inserts and new valves together and everything will then be in the proper geometry.
