One of two things are happening. (A) the float is stuck as others have mentioned, or (B) a piece of scale or dirt has broken loose from the tank/sediment bowl and stuck in the needle and seat. The best answer is going to be to open up the carb and repair or replace the problem parts. If your in a pinch for cash, you might be able to take off the fuel line and blast the carb using the fuel inlet. You should not have to choke it after its been running and you should not have fuel running from the unit.
