You are underwater if you spend $100-200 on this tractor let alone the cost of a rebuild. I don't think you paid too much for it, but I don't think you will sell it for much more (unless things get really wacky) The moral of the story is do to it whatever you would like, but don't expect to get paid back for all of it.
I would buy a new tag if you would like. NEVER EVER toss the original. Just because you got a replacement tag doesn't mean you have an imposter, but if you toss the original tag your tractor will be a fake. I like your idea of glue/riviting it to the tool box of the tractor. That way it is always with the tractor and it can't get lost.
