First of all, why is it that you are limiting yourself to an M or Fordson Major? There might be better choices out there unless that's what you already have and are wondering which to use. From '55 and newer, both live pto and PS were common on most IH tractors. What I am getting at is there may be better choices out there than either the M or Fordson in the same price range.
