as was suggested a bad bearing could cause the drum to contact the shoe,but....a siezed adjuster,an adjuster set too tight, a siezed activation arm, a bad magnet,a bad wire..could be one of many factors..get the drum off,clean everything up and lube all areas that have a moving part or need to move with anti sieze. A bad magnet will be bluish in color from over heating,the face of the drum should be shiny indicating that the magnet has put drag on the actuation arm..most problems I find are rusted siezed parts that will not allow proper application and release of the brake shoes.
