with the transmision in neutral: if the starter or the crank wont turn the motor over it is likely seized. if you remove the starter and the fan belt try to turn the flywheel with a pry bar and it dosent move it is probley seized. jack up the back wheels, put it in first gear and try to turn the rear wheel.
