300U hyds loading tractor engine

When the valve is in the nuetral position the pump is loading the motor. When you engage the valve the lift will lift and the engine is not loaded. I took the check valve apart last nite and made sure all the valves were free and they are. Is the bypass valve in the control valve? Something is stuck somewhere and I don't know where to look. Let me know what you think.
