yes oil ring on btm. as this ring is usually wider than the compression rings. there is other checks to do also. need to check ring end gap. need .003-.004 for every inch of cyl. bore. do this at very top or at btm of sleeve where no wear occures. talking used sleeves. the rings are also marked top or a dot which goes towards top of piston. rings that are the same without markings it dont matter. i like to have the spacings staggerd on the wristpin side , so they are not on the thrust sides espessially the major thrust side. some rings come with instuctions with them. also if you have excessive side clearance on the top ring the piston groove is worn. these old engines are forgiving and only run about 1100rpm so you can get away with larger clearances in places.
