You are making it more difficult than it really is. Center of drawbar to center of tire on one side = 32", then 64" between center of that tire to the center of the other one. That seems pretty narrow for an H, but you should make it. Your cultivator will be 16" from center of tractor to the center of the row on each side.
I would not worry too much about being perfectly centered with your tires, although that would be ideal. If you need it a couple inches wider for clearance somewhere, do it.
