Seems to me if you fill the block up with hot water the heat will dissipate to the sleeves, pistons, and other parts, all will expand at the same rate, negated the intitial purpose, ie, expanding the sleeves. FWIW, the best penetrating oil I've seen or used is Kroil from Kano Labs in Nashville, TN. I have a '52 JD G that I bought from fellow who neglected it. The G sat out unprotected for 15 years. When I bought it I got a gallon of Kroil and dumped it in the cylinders through the spark plug holes. The LH cyl. filled up uickly, the remainder went in the RH cyl. I let is set for 5 months. I pulled the head and saw the RH cylinder had water in it, the LH cyl was clean. I cleaned the glop out of the RH cyl. and saw how badly pitted the bore was. Just for grins, I put a 2 ft pry bar between the starter nose cone and the flywheel and gave a tug. The motor broke loose!!!!! It took a .090" bore job and new pistons. I swear by Kroil.
