You may have a check valve that prevents free flow out of the cylinder back into the reservoir. Or....are you pushing the control rod all the way back down? The first stop on the rod is to hold the cylinder position. To release, it has to go all the way in to the loop that is on the end of the rod. Another thing. You will have no control on how far your bush hog goes down. When you release the lift all, it just drops all the way. You can then pick it back up part way and put the control in the hold position. If you want better control, you will have to put in a control valve, more hoses, etc and a separate return line.
