Use Teflon pipe tape. Take about 1.5" and twist it into a rope. Remove the packing nut and wrap the tape around the shaft (with the original packing still in it) rethread the nut and tighten such that it takes a little bit of effort to use the valve handle. If it still leaks, tighten till it stops. If it locks the valve, back off some and work the packing nut and stem till it neither leaks or is too hard to turn off. Jim
