Seriously - a shim that's put in there well should do the trick very simply. If you want a real fix - build up the faces of the square shaft and mill it down to the right size.
A weld, using any kind of rod, in that tight area is forever. And if it ever had to come out, for go knows what reason, that'd be a real pain in the butt!
Figure that tractor's been around for 60 years. It could be around another 60, and should be treated as such. Once that's welded, the oil seal on that shaft is the last one that tractor will ever see.
