To add the factory style power steering to a 400 that does not have power steering , requires a different regulator valve assembly which includes a flow divider ( which if is a used one it is most likely worn out). Then you need a different number one hydralic valve with a port in to connect pipe to flow divider. Not a two minute or cheap job. I would put your engine driven power steering pump on that you were going to use on the M and the behlen unit should work,(it will mount right over top of engine) unless, it has the long extended input shaft that some m's used where the steering wheel attached to the end of the shaft. You cold cut that shaft off , cut key way in it or drill for roll pin. Before I did that I would sure hook it up temporally to make sure it worked well.
