There should be a set collar at bottom of upper steering housing on shaft.Also if play in shaft there are bushings in that steering housing that can be replaced.Next check bearing/bushing near starter make sure bushing and washer is good and check to see that where two ends of shafts connect,That they are tight.Just a thought make sure nut on steering wheel is tight and wheel splines are not damaged.
