That steering system is designed to have the front universal joint slide on the steering gear input shaft. The input shaft hast to move in and out of the steering control in order to work. There are tractors that have had this yoke fastened tight to the input shaft as a repair to a worn shaft. If the yoke is not allowed to move on the shaft the rest of the steering linkage all the way to the steering wheel must be allowed to move in and out.
