Hi Dave, I would first look at all the electrical conections and ohm test the cables as cables have a tendency to corode up the cable sheath 4" or so out of sight and a ohm meter would tell you really quick if one was bad. High resistance reading would be a bad cable.

Next I would look at the starter bearings as one could be bad causing the armature to drag on the field coil. It would show up as a worn spot on the field winding.

Next would be the starter relay and then the bendix.

Take a look around as it should be easy to spot what the problem is.
