I use the locks because we don't know the make up of the bolts. Yes, many new engines do not use a lock, however there are two different types of bolts used on those engines. One style holds it't torque by stretching the neck of the bolt and the other locks by deflection of the head of the bolt. The latter type have the notch's in the head.
