Governor Override?

Recently at a tractor show I saw a couple Farmall F-20's with a second lever in-line with and next to the magneto advance lever on the steering column. It appeared to be a governor override for the throttle as the actuating rod was attached to a stub shaft in line with the carb butterfly shaft. I am not extremely familiar with the F-20 and haven't seen this before. Was this a factory option? Is it rare? What's the story on this lever?
